Vietnam expands VNeID app for mandatory lodging notifications

From 1 July 2026 Vietnam’s revised residency law requires households, hotels, guesthouses and other accommodation providers to report any overnight guests to the local registration authority. The notification can be submitted for free through the VNeID electronic identity app, the police‑run web portal or by phone. Reports must be filed before 23:00 on the first day of stay, or by 08:00 the following morning if the guest arrives after 23:00.

Failure to comply is penalised: 3 million VND for 1‑3 guests, 6 million VND for 4‑8 guests and 10 million VND for nine or more guests. Police officers have visited hotels and households in Ho Chi Minh City to demonstrate the new procedure and explain the fines. The new system aims to streamline residency management, reduce paperwork and improve public safety.

The VNeID app also integrates personal documents, enables online submission of other administrative procedures and records the guest’s name, ID number, reason for stay and address. Citizens are urged to keep their VNeID information up‑to‑date to avoid penalties during routine checks.
