Vietnam mandates staff transfers before requesting new headcount

Vietnam has issued a new plan to refine the political system's job positions and manage personnel quotas for the 2027-2031 period. Under Decision 2034, ministries, sectors, and local authorities are required to accurately identify areas of labor surplus and shortage.

The plan emphasizes that agencies must prioritize the rearrangement, transfer, training, and professional development of existing personnel to ensure efficient use of human resources before proposing any adjustments to official staffing quotas (biên chế).

Key directives include developing annual staffing plans based on functional reviews and task requirements. The plan explicitly states that calculated labor needs should not serve as an automatic basis for requesting increased staffing quotas or bypassing the authority of decision-makers.
