Vietnam is implementing new digital identity requirements through Decree 320/2026/NĐ-CP, mandating that electronic transaction accounts across 12 sectors link and authenticate with the VNeID application. These sectors include banking, securities, telecommunications, e-commerce, education, and social media. Most accounts created before the decree's effective date must complete authentication by December 31, 2026, though banking sector accounts have an extended deadline until June 30, 2027.

In the banking sector, institutions such as Vietcombank, BIDV, and VPBank have already begun restricting or suspending transactions for customers who do not meet biometric authentication standards or have expired identification. Additionally, starting January 1, 2026, banks will no longer accept passports as valid identification for Vietnamese citizens.

The VNeID platform, developed by the Ministry of Public Security, has seen significant growth, maintaining 3 to 6 million daily users and having issued 86.4 million electronic identity accounts to Vietnamese citizens. The platform integrates various personal documents, including driver's licenses and health insurance cards, to facilitate digital public services.
