Vietnam debates restructuring EVN and power transmission
Vietnam's Ministry of Finance and Ministry of Industry and Trade are currently divided over a proposal to restructure Vietnam Electricity (EVN) to align with a competitive electricity market.
The Ministry of Industry and Trade proposes separating the National Power Transmission Corporation (EVNNPT) from EVN to ensure the independence of the power grid. This move aims to maintain neutrality between power transmission and the generation or sale of electricity, which is seen as a necessary step for market competition and energy security.
Conversely, the Ministry of Finance has advised against an immediate separation. They suggest maintaining EVNNPT as a 100% owned subsidiary of EVN for the time being to avoid financial risks, manage existing capital obligations, and address operational complexities. The restructuring plan aims to clarify ownership and management across power generation, transmission, distribution, and retail sectors through 2030.
