Vietnam Ministry of Construction clarifies social housing income rules

The Ministry of Construction has provided clarification regarding income verification requirements for individuals seeking to purchase or rent social housing, specifically for those with periods of freelance employment.

According to Decree No. 100/2024/ND-CP, income eligibility is determined based on the 12 consecutive months preceding the time of official verification. For single applicants, the average monthly actual income must not exceed 25 million VND, or 35 million VND if they are single parents raising minor children. For married applicants, the combined average monthly income of both spouses must not exceed 50 million VND.

For individuals without formal labor contracts, such as freelance workers, income must still meet these thresholds and be verified by the local commune-level police where the individual resides or temporarily resides.
