Vietnam Ministry of Construction clarifies social housing regulations

The Ministry of Construction has provided guidance regarding the purchase and income requirements for social housing in Vietnam.

Regarding the resale of social housing within a five-year period, the Law on Housing 2023 stipulates that such properties can only be resold to the project developer or to other eligible individuals qualified to purchase social housing. The resale price must not exceed the original contract price. Sellers must also complete contract liquidation procedures with the developer.

On the matter of income eligibility, regulations specify that applicants must have an average monthly net income (actual received amount) not exceeding 25 million VND for certain categories. In cases where employers only provide gross salary documentation, applicants may need to provide supplementary evidence, such as salary statements or payroll records, to prove their actual net income meets the legal requirements.
