Vietnam Ministry of Construction demands faster public investment disbursement

Vietnam's Minister of Construction, Trần Hồng Minh, has called for increased accountability regarding the slow disbursement of public investment funds. During a meeting on September 11, the Minister emphasized that project owners and management boards must not use objective difficulties, such as site clearance or material shortages, as excuses for delays.

As of September 10, the Ministry of Construction reported a disbursement value of over 16,000 billion VND, representing 41% of the planned target. While some units have shown positive progress, several groups of projects are facing significant delays. These include 21 projects struggling with payments for completed work, projects hindered by local land clearance issues, those facing material scarcities, and others delayed by organizational execution.

Minister Minh instructed that all completed work documentation must be finalized for payment before September 25. He also mandated that projects scheduled for completion in 2026 must not have their timelines adjusted or extended without justifiable, objective reasons. Project managers are required to update weekly construction and disbursement plans to identify and resolve bottlenecks.
