Vietnam Ministry of Construction orders improved management and faster project disbursement

Vietnam’s Ministry of Construction is implementing measures to improve construction management and accelerate public investment disbursement for 2026. Minister Tran Hong Minh has issued directives to enhance discipline and responsibility among organizations and individuals involved in construction activities, particularly regarding national and key projects.

To address slow disbursement rates in transport infrastructure, the Ministry has urged project management boards and local departments to expedite the completion of inspection and payment procedures for finished construction volumes. The Ministry identified several obstacles to progress, including slow site clearance, material shortages, and rising fuel and material costs.

Project managers are instructed to finalize design documents, estimates, and contracts by August 2026. Additionally, they must ensure material price approvals are completed by September 20, 2026, to facilitate timely payments and comply with legal regulations.
