Vietnam Ministry of Education bans mandatory grade quotas for teachers
Vietnam’s Ministry of Education and Training has issued an action program to strengthen discipline and foster a culture of honesty, integrity, and substance within the educational sector. Scheduled for implementation starting from the 2026-2027 academic year, the program aims to eliminate the pursuit of superficial achievements in favor of genuine quality.
Key directives include a prohibition on imposing mandatory quotas for grades or the percentage of good and excellent students on teachers. The Ministry emphasizes that teaching, testing, and admissions must be objective and accurately reflect student capabilities. Additionally, the program seeks to protect professional time by prohibiting the mobilization or reassignment of teachers to perform administrative tasks.
The long-term vision aims to establish a learner-centered environment where integrity and responsibility are core values. By 2030, these criteria will be integrated into evaluations, appointments, and rewards, with the goal of ensuring that all educational activities—teaching, learning, and testing—are conducted with true substance.
