Vietnam Ministry of Education clarifies job position transfer rules

The Ministry of Education and Training has provided guidance regarding the transfer of job positions for public employees in Vietnam. The clarification follows a request from an individual in Lam Dong province who has served as a library staff member for 16 years but has been assigned to teaching duties due to teacher shortages.

According to Article 32 of the Law on Public Employees, public service units may transfer employees to new job positions if there is a demand and the employee meets the professional and vocational standards required for the new role. In cases where the institution has a need and the employee possesses the necessary qualifications and expresses a desire to transfer, the competent authorities must approve and implement the change in job position and professional title in accordance with legal regulations.
