Vietnam Ministry of Education issues new regulations for teachers and students
The Vietnamese Ministry of Education and Training (MOET) has introduced several new regulations affecting vocational teachers, student admissions, and examination standards.
Under Circular 64/2026/TT-BGDĐT, vocational teachers must meet specific training and professional standards based on their job rank. Requirements vary by role: Grade III and II teachers teaching general knowledge or vocational theory must hold a bachelor’s degree in education or a relevant field. Grade I teachers are required to hold at least a master’s degree. Teachers providing integrated theory and practice must satisfy both academic and practical competency standards.
Regarding secondary school admissions, a new draft regulation proposes that local Departments of Education and Training determine which students qualify for incentive points, which could be up to 1 point. Experts have expressed concerns that a lack of national uniformity could lead to a race to accumulate certificates and participate in various competitions to enhance student profiles.
Additionally, new guidelines will implement standardized end-of-term examinations for students in grades 5, 9, and 12. These exams will be developed and administered by local Departments of Education rather than individual schools to ensure consistency and fairness in assessment.
