Vietnam Ministry of Education proposes English as a second language in schools

The Vietnamese Ministry of Education and Training is seeking public feedback on a draft circular regarding the implementation of English as a second language in schools. This initiative supports the project to establish English as a second language in the education system for the 2025–2035 period, with a vision toward 2045.

The draft aims to shift the focus from merely teaching English as a subject to creating an environment where the language is used extensively and effectively for teaching, communication, management, and educational activities. The policy applies to all levels of the national education system, including preschool, general education, higher education, vocational training, and continuing education.

Rather than requiring all school activities to be conducted in English immediately, the draft proposes a gradual roadmap tailored to the actual conditions of each institution. Evaluation will be based on three development levels: Level 1 (Initial), involving the formation of necessary conditions; Level 2 (Development), involving the regular use of English in teaching and communication; and Level 3 (High Development), characterized by the synchronized and effective implementation of an English-speaking environment.
