Vietnam Ministry of Education proposes new national defense education rules

The Ministry of Education and Training has released a draft circular to regulate the organization, teaching, and assessment of national defense and security education across various educational levels. This draft aims to consolidate existing regulations into a single, more accessible document.

Under the proposal, national defense and security content will be integrated into primary and lower secondary school curricula through existing subjects and activities. For high schools, vocational schools, and universities, it will serve as a formal subject. The draft emphasizes a combination of theory and practice, including potential field trips to military or police units and historical sites. Notably, the Ministry intends to prohibit online teaching for this subject unless specifically authorized.

The draft also clarifies exemptions and deferrals. Students who are military or police officers, professional soldiers, or graduates of military-related majors are exempt. Other exemptions include foreign students, religious practitioners, and individuals with physical disabilities or chronic illnesses that limit movement. Students who have completed military service or are studying abroad may also be eligible for exemptions or deferrals.
