Vietnam Ministry of Education proposes unified regulations for vocational and continuing education centers

The Ministry of Education and Training has released a draft circular to establish a unified regulatory framework for three types of educational institutions: vocational education centers, continuing education centers, and combined vocational-continuing education centers.

Currently, these centers are governed by various separate documents, often distinguishing between public and private sectors. The proposed regulation aims to create a consistent legal corridor for both public and private institutions. If enacted, the new circular will replace four existing legal documents.

Key objectives of the draft include increasing institutional autonomy, reducing administrative paperwork, and promoting digitalization. The proposal also seeks to refine internal organizational structures to support the merging of centers across wards and communes, while increasing the accountability of leadership and requiring centers to publicly disclose educational goals, training programs, and enrollment plans.
