Vietnam Ministry of Finance updates social insurance procedures

The Ministry of Finance has issued Decision No. 2270/QD-BTC, introducing a large-scale restructuring of administrative procedures within the social insurance (BHXH) sector. The decision includes 25 administrative procedures: 5 new procedures, 15 modified or supplemented procedures, and 5 abolished procedures.

The new procedures aim to align with recent updates to the Social Insurance Law, Employment Law, and Health Insurance Law. Key additions include new protocols for resolving benefits for workers who do not qualify for pensions but are not yet eligible for social retirement allowances, as well as new procedures for medical cost assessment between insurance agencies and healthcare facilities.

Additionally, three new procedures related to employment support and vocational training have been established, covering unemployment benefits and support for skill maintenance and training. The restructuring also updates processes for sickness, maternity, and occupational accident benefits, including new guidelines for maternity leave under Decree 168/ND-CP.
