Vietnam Ministry of Public Security clarifies identity number verification for land certificates
The Ministry of Public Security has provided guidance on how citizens can resolve discrepancies when land use rights certificates (red books) list expired 9-digit identity card numbers. This issue often creates obstacles for administrative tasks, such as notarizing inheritance.
Under Decree No. 58/2026/ND-CP, information regarding canceled 9-digit identity card numbers or personal identification numbers is now encoded and integrated into the QR code on citizen identity cards, stored within the card's memory, and available on the VNeID national identification application.
Authorities, organizations, and individuals can scan the QR code or use the VNeID app to retrieve this information for administrative procedures and transactions. Consequently, starting March 15, 2026, commune-level police and identity management agencies will cease issuing separate paper confirmations for canceled 9-digit identity card numbers.
