Vietnam to implement new overnight stay notification rules

New regulations regarding overnight stay notifications in Vietnam will officially take effect on July 1, 2026, following amendments to the 2020 Residency Law and the issuance of Circular 116/2026/TT-BCA by the Ministry of Public Security.

Under the new rules, household members are responsible for notifying authorities when guests stay overnight at a private residence. If the homeowner is absent, the responsibility shifts to the guest. For commercial accommodations, medical facilities, or managed vehicles, the responsibility lies with the representative or manager of the establishment.

Specific deadlines have been established: guests arriving before 11:00 PM must be reported by 11:00 PM that same day, while guests arriving after 11:00 PM must be reported by 8:00 AM the following morning. Notifications must include the guest's full name, date of birth, personal identification or passport number, reason for stay, duration, and address.

To facilitate digital transformation, citizens can complete these notifications through various channels, including the VNeID national identification application, the National Public Service Portal, email, or dedicated software.
