Vietnam Ministry of Public Security proposes fire safety administrative reforms
During the second session of the 16th National Assembly, Minister of Public Security Luong Tam Quang presented a draft law to amend and supplement several laws, including the Law on Fire Prevention, Fighting, and Rescue.
The proposal aims to simplify administrative procedures and reduce compliance costs for citizens and businesses by shifting from a pre-inspection mechanism to a post-inspection model. Key changes include abolishing the requirement for police inspection of fire safety acceptance work and removing the licensing requirement for fire fighting equipment and materials before they enter the market. Instead, these will be managed under existing product quality laws.
Under the new framework, investors and owners will remain responsible for conducting their own fire safety acceptance and must report completion via a centralized database. The government intends to focus inspections on high-risk facilities while reducing the frequency of checks for low-risk establishments. The draft also proposes banning improper fire safety acceptance and decentralizing authority for managing weapons and explosive materials.
