Vietnam Ministry of Public Security updates identity card regulations

The Ministry of Public Security has issued Decision 5230/QD-BCA-C06 regarding the issuance and management of identity cards. This regulation aims to optimize online public services and accelerate the digitalization of population management processes.

Under the new guidelines, citizens with old, lost, or damaged identity cards can apply for replacements entirely online via the National Public Service Portal or the VNeID application. The process utilizes existing biometric data, such as portraits, fingerprints, and iris scans from previous issuances, meaning citizens may not need to visit a headquarters for new photos or scans.

For full online services, the processing time for replacements due to loss or damage is reduced to a maximum of five working days, compared to the standard seven-day period. The standard fee for identity card issuance is set at 50,000 VND.
