Vietnam Ministry of Science and Technology mandates job rotation for 11 position groups

The Minister of Science and Technology has issued Circular 52/2026/TT-BKHCN, which mandates periodic job rotation for 11 groups of positions within science and technology sectors at local government levels.

The regulation applies to civil servants who do not hold leadership or management roles, as well as public employees who directly interact with or resolve tasks related to state management of science and technology. Rotation periods are set between 2 and 5 years.

The scope of affected positions is broad, covering areas such as the allocation and appraisal of scientific, technological, and innovation tasks, as well as intellectual property, high technology, atomic energy, and technical standards. Notably, the circular includes roles related to digital transformation, artificial intelligence, and strategic technologies. This includes personnel responsible for processing dossiers, appraising budgets, and evaluating technology transfers or investment project technologies.
