The Vietnamese government has drafted a resolution to create special legal mechanisms that would remove procedural obstacles for infrastructure projects serving the APEC Economic Leaders’ Week 2027 in the Phu Quoc special zone. Finance Minister Ngo Van Tuan presented the draft to the National Assembly on 3 August 2026, proposing that projects which began between March 2025 and 18 May 2026 may continue construction while remaining paperwork is completed. Standard investment, planning, land, construction and environmental procedures normally require 18–36 months before a project can start, a timeline incompatible with the APEC deadline. The projects face island‑specific challenges such as material transport, weather, defence, security and environmental constraints. Vice‑Premier Pham Gia Tuc chaired a meeting on 2 August 2026 to review progress, noting that most works have cleared major bottlenecks and many are 97‑98 % complete in concrete structure. The APEC Conference Centre and the multi‑purpose theatre aim to finish exterior work by 30 October 2026 and interior fit‑out by 30 March 2027.

In parallel, authorities launched the “Phu Quoc Community English Initiative”, offering free English classes in schools and community centres from September 2026 to June 2027, to prepare residents for the influx of international visitors during the summit.
