Vietnam National Assembly debates digital platform responsibility and weapons proliferation laws
During an extraordinary session of the 16th National Assembly of Vietnam, deputies discussed several legislative projects aimed at national security and legal education.
Regarding the Law on Dissemination and Education of Law (amended), Deputy Nguyen Trung Kien proposed increasing the responsibility of digital platforms, including social media, telecommunications, and artificial intelligence (AI). He emphasized that these platforms operating in Vietnam must adhere to national laws and hold social responsibility. Suggestions included requiring digital platforms to display legal warnings or subtitles to prevent the spread of misinformation, and mandating that AI platforms provide sources and warnings for unverified information.
In discussions concerning the law on preventing the proliferation of weapons of mass destruction, deputies focused on the management of dual-use goods. To prevent unnecessary restrictions on items like industrial chemicals or civilian UAVs, deputies suggested implementing a preventive compliance mechanism rather than just a punitive one. Proposals included creating consultation mechanisms for businesses, providing clear identification criteria through state databases, and offering support for small and medium-sized enterprises to avoid the burden of expensive external consultancy.
