Vietnam National Assembly discusses amendments to Law on Metrology
During the second session of the National Assembly, delegates discussed proposed amendments to the Law on Metrology to enhance transparency and protect consumer rights. Key discussions focused on the management of measuring devices used in daily transactions, such as electricity meters, water meters, and fuel pumps.
Delegate Bui Van Dung emphasized that consumers must have the right to access and verify measurement data to ensure accuracy. He argued that when errors lead to overcharging, service providers should be legally required to proactively identify affected customers, notify them, and issue refunds within a clear timeframe, rather than forcing citizens to undergo costly procedures to reclaim small amounts.
Additionally, delegate Nguyen Van Huy raised points regarding risk management and the adjustment of inspection cycles. He suggested that any reduction in the frequency of inspections must be balanced by maintaining high accuracy and reliability, particularly for measuring instruments that directly impact human health and safety. He also called for clear, objective principles to assess technical risks to avoid arbitrary enforcement.
