Vietnam offers online identity card reissuance via VNeID

Citizens in Vietnam can now request the reissuance of lost or damaged identity cards (Citizen ID/CCCD) online through the VNeID application or the National Public Service Portal. This digital process allows users to complete applications without visiting police stations for new photos or fingerprints, as authorities will utilize existing biometric data from the national population database.

Under current regulations, a 50% reduction in fees for card reissuance and exchange is in effect until December 31, 2026, with some cases eligible for full fee exemptions. The online procedure applies to two main groups: individuals with lost or unusable cards, and those whose information has changed due to administrative unit restructuring.

The legal basis for these online procedures was established via Law No. 118/2025/QH15, which amended the Law on Identity. The VNeID platform includes features such as ‘self-application’ or ‘proxy application,’ allowing users to assist elderly relatives with the process.
