Vietnam orders investigation into bidding violations at Long Thanh Airport Phase 1

The Government Inspectorate (Thanh tra Chính phủ) released audit conclusion No 318/KL‑TTCP on 18 June 2026 concerning the construction of Long Thanh International Airport Phase 1. The audit found numerous shortcomings and breaches in project components 2 and 3, notably the unauthorized transfer of contract portions by main and sub‑contractors without investor approval.

Specific violations include contractor TCT 36‑CTCP handing over work under package XD02 of component 2, and similar transfers in packages 5.6 and 5.10 of component 3, where the joint‑venture Vietur submitted a bid in foreign currency and a contract was signed and paid in US dollars, contravening the 2013 Procurement Law. The report warned that such USD payments could cause financial loss for the state‑owned Vietnam Airport Corporation (ACV).

The Inspectorate recommended that the Prime Minister direct the Ministries of Construction, Finance, and relevant local authorities to tighten oversight of subcontractors and enforce compliance. It also forwarded the findings to the Ministry of Public Security for possible criminal investigation of the contractors and ACV as the investor.
