Vietnam outlines DNA testing procedures for martyr identification
The Hanoi Public Administration Service Center has outlined the specific administrative procedures for collecting samples to perform DNA testing for the purpose of identifying the remains of martyrs with missing information.
According to Decision 639/QD-BNV of 2025, the process involves several steps. Relatives or designated representatives must submit an application along with copies of the ‘Certificate of Merit’ and confirmation of the martyr's sacrifice location to the Department of Home Affairs. The Department of Home Affairs responsible for managing the original records will review the documents within five working days.
If the information is verified, the Department of Home Affairs managing the graves will inspect the site and the condition of the remains. They are then responsible for collecting the remains' samples, creating a handover minute, and guiding relatives on providing comparative samples for the DNA testing process.
