Vietnam Parliament advances Da Nang marine city project and land law reforms

On 28 July, the Standing Committee of Vietnam's National Assembly examined a draft decree for a large marine‑encroaching urban development in Da Nang. The plan covers about 1,500 ha of artificial islands, housing, international tourism, a free‑trade zone, a financial centre and supporting infrastructure. Finance Minister Ngô Văn Tuấn and Committee Chair Phan Văn Mãi stressed the need for special legal mechanisms to ensure coordinated, sustainable growth and asked the government to seek Party‑level approval.

The same session addressed the amendment of the Land Law. Speaker Trần Thanh Mẫn said, "Land is an intrinsic resource crucial for the country's development in the new era; we must radically shift from administrative management to development‑oriented land governance." He called for balancing state, citizen and business interests, improving administrative efficiency, and clarifying criteria for land expropriation, compensation and resettlement. The Economic and Finance Committee also urged detailed review of expropriation cases and integration of pilot mechanisms into permanent law.
