Vietnam Police Arrest Car‑Rental Fraudster Pham Van Tuan and Seize Seven Cars
On 21 July 2026, the Thái Nguyên Provincial Police, together with other law‑enforcement units, captured Pham Van Tuan (born 1988) in the Chương Dương commune on the banks of the Red River in Hanoi. He was charged under Article 175 of the Penal Code for abusing trust to appropriate property.
Investigators said Tuan ran a self‑drive car‑rental business, leasing multiple vehicles, falsifying documents, removing GPS trackers, and then selling or pledging the cars for profits of VND 200‑300 million each. Victims reported the scheme from 2025 onward. Police have recovered seven of the stolen automobiles and continue to trace the remaining assets for restitution to the victims.
