Ho Chi Minh City police arrest 51 Metaland executives in vacation‑contract fraud

Ho Chi Minh City police expanded a probe into Investment Development Metaland Co. Ltd and on 27 June 2026 charged and detained 51 people – directors, shareholders, managers and staff – for a large‑scale scheme that sold fraudulent “vacation‑ownership” contracts. Investigators said the group, linked to Times Holdings and led by Ngô Quang Chiến, operated a tightly‑structured sales network: telesales agents harvested personal data, invited prospects to promotional events, and used scripted presentations that promised high rental returns, resale profits and limited‑time discounts. After customers paid, the company returned a small amount labeled “first‑year rental income”, which in fact came from the victims’ own money, to create a false sense of legitimacy. The suspects also prepared dissolution documents in advance and many employees quit or changed residence after completing transactions to evade detection. Police seized evidence, including contracts and company records, as the investigation continues.
