Vietnam police dismantle livestream ticket scam that defrauded over 600 million VND

On June 15, the Cybersecurity and High‑Technology Crime Division of the Sơn La Provincial Police announced the successful dismantling of a large‑scale fraud operation that sold fake prize tickets via livestream on social media. The scheme was led by Hoàng Văn Duẩn and Hoàng Văn Duy, residents of Mường Lai, Lào Cai, who rented an apartment in Vinhomes Ocean Park, Gia Lâm, Hanoi to conduct the illegal activity.

The perpetrators offered three ticket packages priced at 999,000 VND, 1.99 million VND and 3.99 million VND, using fabricated fanpages, dummy bank accounts and fake banking apps. During livestreams they staged winning moments and persuaded thousands of victims across the country to transfer money, later demanding additional “fees” such as transaction, tax or verification charges. In just two months the group swindled more than 600 million VND from thousands of victims nationwide.

Police seized over 22,600 counterfeit tickets, electronic equipment and related documents, and have begun a broader investigation to identify additional participants and bring the suspects to justice.
