Vietnam Police Restart Fraud Probe, Nationwide Search for Ex-Film Center Accountant Pham Thanh Hai

The Ministry of Public Security in Vietnam has restored the criminal investigation into a fraud case involving Pham Thanh Hai, the former accountant of the Film Center (Cục Điện ảnh). The case, originally opened in June 2011 for alleged asset misappropriation, was suspended in May 2012 and re‑activated in June 2026. Police have issued a nationwide arrest order, urging the public to report any information on his whereabouts.

Pham Thanh Hai, born 16 October 1977 and previously residing in Hanoi, fled after the initial investigation and his current location remains unknown. Authorities are offering leniency if he surrenders voluntarily and have provided contact details for investigators, including Nguyen Quang Tuan of the Economic Crime Division, to facilitate his capture.
