Vietnam police tighten penalties for ID card abuse and illegal credit‑card cash withdrawals

The Vietnamese government issued Decree 282, effective 15 December 2025, to increase administrative fines for violations involving citizen identity cards, electronic IDs and related documents. Penalties range from 500,000 VND to 10 million VND, covering failures to present cards, illegal use, forgery, destruction and fraudulently obtaining or providing false information.

Separately, Hanoi police warned the public about a scheme that uses point‑of‑sale (POS) machines to “swap” credit‑card transactions and withdraw cash illegally. Perpetrators register dummy businesses, obtain POS terminals and process counterfeit purchases, charging victims 2 %–10 % of the transaction amount. The police urged citizens not to lend cards or share OTP codes and advised merchants to use POS devices only for legitimate transactions.
