Vietnam's Politburo adopts new IP strategy and vows strict enforcement

The Politburo of the Communist Party of Vietnam approved a conclusion to accelerate intellectual‑property (IP) work as a key driver of economic and social development. It affirmed the strategic role of IP as a national resource, calling for a shift from administrative management to the creation of an IP ecosystem.

The body ordered the construction of a culture that “respects creativity and protects intellectual‑property rights throughout society” and demanded “strict condemnation and severe punishment of IP infringements, such as using pirated software, copying, and plagiarism in academia, as well as violations of authors’ rights, patents and industrial designs.” It also instructed a rapid review and amendment of IP laws to align with advanced international standards and to address challenges from AI, big data, digital assets, biotech, semiconductors and cyberspace.

Further measures include developing a market for IP rights, promoting commercialization of research, establishing pricing mechanisms, and launching a national program for IP development. Resources will be allocated to enforcement agencies and specialised courts, with coordinated action among police, customs, market regulators and the judiciary to curb violations, especially in the digital environment.
