Vietnam President To Lam Calls for Unified Governance at Party Plenum

Party General Secretary and State President To Lam told delegates at the third plenum of the 14th Party Central Committee that Vietnam must treat land, sea, urban zones, infrastructure, natural resources and data as an integrated system. He argued that fragmented, sector‑based management creates overlapping authority, higher logistics costs and weakened competitiveness, and that a shift to unified governance is the second great transformation needed for the country's development.

To Lam outlined the evolution of Vietnam's spatial planning from food‑security focus in the 6th Party Congress to infrastructure‑driven growth in the 8th‑11th congresses, and finally to sustainability and long‑term returns in the 12th‑13th congresses. The new strategy aims to lift Vietnam to upper‑middle‑income status with a modern industry by 2030 and to become a high‑income socialist economy by 2045, provided the integrated approach replaces fragmented decision‑making.
