Vietnam President To Lam directs resolution of stalled projects

General Secretary and President To Lam has issued directives to resolve difficulties and obstacles surrounding long-standing and stalled projects in Vietnam. Following a report from the Central Inspection Commission, the Party Central Committee Office released Official Dispatch No. 5315-CV/VPTW to guide relevant authorities on implementing Politburo conclusions.

The directives call for a comprehensive review and synchronization of laws regarding land, investment, bidding, housing, real estate, construction, planning, minerals, and public asset management. The goal is to resolve legal bottlenecks while maintaining discipline and ensuring that legal reforms do not formalize past violations.

Furthermore, the instructions emphasize protecting proactive and creative officials who act for the common good. The plan includes developing inter-disciplinary coordination processes between executive, judicial, and local agencies, as well as creating specific criteria to evaluate the socio-economic, national defense, and security impacts of resolving these projects.
