Vietnam President To Lam emphasizes national security in legislative discussions

During the second session of the National Assembly on October 26, General Secretary and President To Lam addressed proposed amendments to several key laws, including the Law on Management and Use of Weapons, Explosives, and Support Tools, and the Law on Fire Prevention, Fighting, and Rescue.

President To Lam emphasized that while reducing administrative procedures and moving toward post-inspection models is beneficial for citizens and businesses, it must not result in a vacuum of responsibility. He stressed that reforms must enhance safety control and prevent risks before they occur, particularly regarding specialized goods like weapons and explosives which can cause severe consequences if misused.

The President called for regulations to be clear, feasible, and capable of protecting both national interests and the rights of the people, ensuring that the removal of licensing requirements is accompanied by strict adherence to safety conditions and effective monitoring of circulation.
