Vietnam’s Party Central Committee holds third plenary session in Hanoi

On 20 July 2026 the third plenary meeting of the 14th Central Committee of the Communist Party of Vietnam opened in Hanoi, chaired by General Secretary and State President To Lam. The session, overseen by National Assembly President Trần Thanh Mẫn, will consider 13 agenda items aimed at implementing the resolutions of the 14th Party Congress.

The leadership stressed that the meeting must turn the Congress’ strategic directions into concrete decisions that remove bottlenecks, unlock resources and create new development capacity. Four strategic shifts were outlined: strengthening Party and state leadership and governance; establishing unified management of the nation’s development space and resources; moving to a development model driven by productivity, knowledge, technology and human capital; and enhancing prevention, resilience and national security.

To Lam noted that Vietnam’s economy grew 8.18 % in the first half of 2026 – the highest rate in 16 years – but the Party must address institutional bottlenecks and improve the quality of growth. “Any delay in any stage will hinder the others,” he warned, urging immediate translation of resolutions into action plans.
