Vietnam President To Lam outlines new national development model

On 4 June, Vietnam’s General Secretary and President To Lam chaired a meeting with senior Politburo members, Prime Minister Lê Minh Hưng and other officials to review a draft proposal for a new development model. The plan emphasizes self‑reliant creative capacity and national adaptability, placing science, technology, innovation, digital transformation and data at the core of economic growth.

The proposal calls for a coordinated innovation ecosystem linking research institutions, universities and businesses, state‑shared risk mechanisms, a unified legal framework for data governance and increased AI deployment. It also aims to restructure the national development space, strengthen modern governance, address climate challenges and improve the quality of the population. The draft will be submitted to the Politburo for comments and will form the basis of a forthcoming resolution by the Central Committee.

To Lam stressed that the resolution must reflect enduring national capacity, integrate existing party directives and prioritize human‑centred development, higher living standards and resilience to external shocks.
