Vietnam President To Lam Sets Four Key Governance Priorities, Scholar Says

Vietnam’s President and Communist Party General Secretary To Lam announced four priority tasks at the 14th Party Congress: strengthening party leadership and political system efficiency, unifying and efficiently managing national resources, driving development with knowledge and technology, and proactively preventing risks.

Chinese scholar Zhu Zhenming, honorary director at the Yunnan Academy of Social Sciences, said the initiatives mark a shift from simple institutional restructuring toward stronger governance. He noted that while Vietnam has made initial progress in reorganising agencies and administrative divisions, the real challenge lies in ensuring the new system operates efficiently, improves leadership capacity, and enhances overall governance. Zhu warned that reforms must go beyond structural changes to achieve higher administrative efficiency and innovation-driven growth.
