Vietnam prioritizes Hanoi and Ho Chi Minh City as primary growth poles

The Politburo of Vietnam has issued Resolution No. 27-NQ/TW regarding regional development and the reorganization of national development space for a new period. Presented by Nguyen Thanh Nghi, the resolution prioritizes the development of the country’s two largest growth poles: the Hanoi metropolitan area and the Ho Chi Minh City metropolitan area.

The resolution aims to address existing challenges, including overlapping planning, lack of synchronization, weak regional connectivity, and infrastructure bottlenecks. It seeks to shift the growth model from relying on existing resources to a more proactive approach that activates all available resources while maintaining ecological limits and environmental capacity.

Key objectives include setting specific targets for each region by 2030. Looking toward 2045, the vision is for regions to operate under digital, green, data, and circular economy models, supported by smart, safe, and resilient infrastructure. The plan also aims to establish five international-scale cities by 2045.
