Vietnam prioritizes institutional reform to revamp development model

At the third plenary session of the 14th Party Central Committee, Vietnam adopted Resolution No. 19‑NQ/TW, which places institutional and governance reforms at the core of a new development model. The resolution calls for breakthroughs in state institutions, organisational structures and operational methods to build capacity in science, technology, digital transformation and high‑quality human resources.

Economists and policy experts highlighted the importance of the reforms. Associate Professor Dr Nguyen Thi Kim Tien of the National Academy of Public Administration and Governance said that, as traditional growth drivers weaken, institutional quality becomes decisive for competitiveness, citing Japan, South Korea, Singapore and China as examples. Dr Le Khanh Cuong of the National Economics University added that removing institutional bottlenecks and improving governance are essential to mobilise resources efficiently. The government has already reviewed more than 43,000 normative legal documents to identify needed amendments, underscoring the breadth of the reform agenda.
