Vietnam proposes amendments to Postal Law to clarify service scope
Vietnam is proposing amendments to its Postal Law to modernize management and distinguish postal services from logistics, warehousing, and transportation. According to Le Van Chung, a representative from the Postal Department, the draft law aims to clarify the scope of postal services based on their nature and organizational methods rather than just service names.
To avoid regulatory overlap, the draft defines postal services as activities involving individual items that are identified, sorted, routed, and tracked to specific addresses using identifiers like QR codes or barcodes. In contrast, transporting a full vehicle of goods from one warehouse to another is classified as transportation.
The proposal also seeks to develop the postal network into essential infrastructure to support e-commerce and the digital economy, particularly to ensure the flow of essential goods during natural disasters or emergencies. Since 2010, Vietnam's postal sector has grown significantly, with the number of enterprises increasing from 40 to 710 and annual volume rising from 310 million to over 5 billion items.
