During a National Assembly session on October 17, Minister of Public Security Lương Tam Quang presented reports regarding the draft Law on Organization of Criminal Investigation Agencies (amended) and the draft Penal Code (amended).

The proposed changes to the criminal investigation law include transferring investigative authority from the Supreme People's Procuracy's investigation agency to the Ministry of Public Security's security investigation agency. Similarly, authority from the Central Military Procuracy's investigation agency would be transferred to the Ministry of National Defence.

The draft law is designed to streamline the state apparatus, consisting of 8 chapters and 52 articles, which is a reduction of 21 articles from the current legislation. It also aims to clarify the roles and responsibilities of various investigative levels, including commune-level police.

Regarding the draft Penal Code, the Minister noted that revisions have been made to address criminal liability exemptions, the scope of liability for preparatory crimes, and the criminal responsibility of commercial legal entities. The draft also includes new crimes and removes certain existing ones to better reflect current realities, particularly in areas like cybersecurity, environmental protection, and intellectual property.
