Vietnam National Assembly discusses 2027 legislative programme

The National Assembly Standing Committee of Vietnam met to discuss various legislative drafts and the proposed 2027 legislative programme. National Assembly President Tran Thanh Man emphasized a strategic shift in the government's approach, moving from a focus on the high volume of legislation to prioritizing high-quality, stable, and constructive laws that foster development.

Key legislative discussions included:

• The 2027 Legislative Programme: Proposals include approximately 28 projects, including 25 laws. The focus is on institutionalizing Party guidelines, addressing institutional bottlenecks, and supporting digital transformation and innovation.

• Tobacco Control: Proposed amendments to the Law on Prevention and Control of Tobacco Harms include banning electronic and heated tobacco products, prohibiting sales near schools and medical facilities, and requiring ID checks to prevent sales to minors.

• Environmental and Marine Management: Discussions covered a draft Law on Marine Management to protect resources and sovereignty, as well as amendments to the Law on Environmental Protection focusing on data-driven governance and circular economy principles.

• Economic and Utility Regulations: Proposals were reviewed regarding tax exemptions for educational institutions and amendments to the Electricity Law, including potential time-of-use pricing for residential customers and removing cross-subsidies.
