Vietnam proposes new residential electricity pricing structures
The Ministry of Industry and Trade is proposing significant changes to residential electricity pricing in Vietnam. One proposal involves transitioning from a six-tier to a five-tier progressive pricing structure. Officials estimate that approximately 94% of households could see a reduction in their electricity bills under this new model, which would expand the consumption intervals between tiers.
Additionally, a draft amendment to the Electricity Law proposes implementing time-of-use pricing for residential customers, distinguishing between peak, off-peak, and normal hours. This has raised concerns among experts and citizens, as peak hours (typically 17:30 to 22:30) often coincide with essential household activities such as cooking and studying. Critics warn that low-income families who cannot easily shift their electricity usage may face increased financial burdens.
While the transition to a five-tier system is intended to restructure costs without changing the average retail electricity price, the specific implementation roadmap and the exact impact on individual bills remain under discussion.
