Vietnam proposes vocational training support for rural workers and youth

A new draft guidance has been proposed to implement vocational training support for rural workers and youth in Vietnam. This initiative aims to detail the regulations set forth in Decree 338/2025/ND-CP regarding job creation support policies.

The draft focuses on clarifying eligible beneficiaries, implementation processes, and necessary documentation to provide a framework for local authorities and vocational education institutions. To ensure feasibility, local governments are required to survey the vocational needs of rural workers and youth to inform budget allocation and planning.

Under the proposal, the Department of Education and Training will lead surveys in coordination with commune-level authorities. Vocational training selection will be based on both worker demand and local human resource needs, prioritizing occupations that facilitate rural labor restructuring and align with local economic development and market demands.
