Vietnam provinces implement talent attraction and labor welfare policies
Various provinces in Vietnam are implementing distinct policies to address labor welfare and attract high-quality human resources. In Ho Chi Minh City, the People's Council has approved resolutions to provide significant financial support for experts, including chief engineers, architects, and young scientists. These supports can reach up to 100 times the regional minimum wage, alongside benefits such as official housing or rental assistance.
Hanoi has also introduced mechanisms to attract talent, offering welfare benefits like housing support, priority in social housing, medical care for family members, and tuition fee exemptions for children. Similarly, Da Nang has established policies to develop high-quality human resources in the public sector, providing one-time support based on educational qualifications.
In contrast to these high-level talent recruitment efforts, reports from industrial zones in An Giang and Ca Mau provinces indicate a gap in the implementation of union benefits for manual laborers. Many workers in these regions expressed unawareness of existing union membership benefits, such as discounts on goods and services at partner supermarkets, medical services, or telecommunications, despite regularly paying union fees.
