Vietnam provinces Vinh Long and Khanh Hoa flag illegal land transfers in major development projects

Provincial inspectors in Vinh Long province concluded that the transfer of land use rights for the Thanh Tân floating‑island project violated the 2003 Land Law. Contracts were signed before the provincial People's Committee issued a decision, and the land was passed through several companies—including Công ty Cổ phần Đầu tư Thủ Thiêm, Công ty Cổ phần Đầu tư Miền Tây and Công ty Cổ phần Du lịch Hoàng Lam—without proper procedures, causing investment delays and unresolved financial obligations.

In Khanh Hoa province, inspectors found that the Cồn Tân Lập residential project in Nha Trang was awarded to an investor without a public tender and that the chosen consortium lacked the required financial capacity. Additional violations included illegal land leasing for a kindergarten project, failure to align the land use with the city’s 2016 plan, and improper adjustments to detailed urban‑planning documents without the required approvals. Both investigations highlighted breaches of the Land Law, Investment Law and urban‑planning regulations, leading to project slow‑downs and financial uncertainties.
