Vietnam introduces new temporary residence registration regulations
In 2026 the Ministry of Public Security of Vietnam issued updated regulations on temporary residence registration. Circular 116, released on 29 June 2026, sets detailed procedures for Vietnamese citizens who change their place of stay, requiring a new registration after 30 days, an electronic VNeID account, and submission of a declaration form and proof of legal accommodation. It also outlines the responsibilities of landlords, educational institutions, religious sites, and social assistance facilities to maintain accurate resident databases, and provides for online filing via the public service portal or the VNeID app.
Circular 87, effective 24 July 2026, replaces the 2016 Circular 53 and establishes a nationwide electronic system for declaring and managing the temporary residence information of foreign nationals. The circular mandates hotels, homestays, dormitories, service apartments and other accommodation providers to use the system, and it has been promoted in provinces such as Thái Nguyên to improve immigration control, public security and the investment climate.
Both circulars aim to digitise the registration process, ensure up‑to‑date resident records and enhance administrative efficiency across Vietnam.
