Vietnam's VNeID digital ID program grants fee waivers from Aug 15

The Vietnamese government issued Resolution No. 66/2026 on the development of a digital citizen, which takes effect on 15 August 2026 and runs until 28 February 2027. Citizens who hold a Level‑2 VNeID account and integrate five core documents – birth certificate, bank/e‑wallet or mobile‑money account, social‑insurance account, mobile‑phone number and electronic health record – become eligible for a suite of fee exemptions and reductions.

Zero administrative fees apply to a range of online public‑service transactions, including driver‑license renewal, vehicle registration, ID‑card replacement, passport issuance, residence registration and marriage registration. Additional discounts include a 10 % reduction on land‑and‑house registration fees, a 50 % cut on car registration fees, a full exemption on motor‑bike registration fees, a 50 % reduction on fire‑safety design fees and a 50 % cut on guarantee‑transaction registration fees. The measures also provide higher‑rate benefits for seniors, persons with disabilities and ethnic minorities.

Party General Secretary and State President To Lam has called for tighter implementation of the digital‑transformation agenda, urging integration of VNeID with Singapore’s and other ASEAN digital‑identity platforms. Separate guidance notes the conditions under which VNeID accounts may be locked and outlines the use of VNeID for electronic labour‑contract signing.
